SECURITY COUNCIL LOBBYING DURING SAMUN XIV At the Orientation Session, give either the President or the Vice-President of the Security Council a copy of your resolution. Be sure to come to SAMUN with sufficient copies of your resolution for lobbying. The Security Council will meet for its Opening Ceremonies and to set the agenda for debate on the first day of lobbying. Amendments to the agenda may be proposed at that time. These may also be proposed at any time during the conference. A Security Council resolution does not need co-submitters to be taken to the Approval Panel. However, co-submissions will strengthen your position. Try to secure as many as possible and/or merge with the resolutions of other Security Council delegates. If you are merging resolutions, two (and only two) of the co-submitters then go to the computer room to merge the various elements of the new resolution. Members of the Administrative Staff and faculty sponsors will be available to assist you with mergers and/or with the computers. One hour only is allowed for each team in the computer room. The Admin. Staff will keep time. Print the merged resolution and be sure that it meets with the approval of all of the co-submitters. Once the resolution has been merged to the satisfaction of all co-submitted, the Admin. Staff will make four copies free of charge. Take three copies to the Security Council's Approval Panel. It will be in operation from mid-day on Saturday through mid-day on Tuesday (Though if you want your resolution to be in the SAMUN resolution booklet it must have gone through the approval panel on Sunday.) You will get a receipt from the Admin Staff member in charge in return for your copies. NOTE: The Security Council Approval Panel consists of MUN Directors from various participating schools. It does not make judgments about the content of the resolution and “approval” does not imply that the resolution has the sanction of the teachers involved. The following criteria are used by the Approval Panel:
Check back with the Approval Panel hourly. If your resolution has been rejected by the Approval Panel, you will find the reasons in writing on one copy of the resolution.
If your resolution is approved by the Approval Panel, it is ready to be presented in Security Council. One copy will be returned to you, one copy will be held for the SAMUN Director, and one copy will go immediately to the President of the Security Council.
