SAMUN XIV PARLIMENTARY PROCEDURE GUIDE
DUTIES OF THE DELEGATESThe delegates have duties that include the following:
These basic procedures are to be followed throughout the conference. Delegates are also responsible for accurately representing their countries in accordance with their policies on the charter of the United Nations.
DUTIES OF THE STUDENT OFFICERS Secretary General and Deputy Secretary General: The Secretary General and the Deputy Secreatary General is in charge of the conference. All questions of procedure, format, parliamentary rules and agenda items can be referred to the Secretary General or theDeputy Secreatary General and they have total authority in these areas. Delegates may not confer with the Secretary General and the Deputy Secreatary General on procedural issues. Only the Presidents, or, in their absence, the Deputies may do so. One of the main tasks of the Secretary General and the Deputy Secreatary General is to ensure that the lobby process goes smoothly. They are available to assist delegates to this end. They will also chair both the General Assembly and Security Council when necessary. The Secretary General and the Deputy Secreatary General, as a matter of courtesy, will never interfere with the duties of the Presidents or Deputies. If an issue of disagreement arises, he/she will confer with them in private. General Assembly and Security Council Presidents: The Presidents of the General Assembly and the Security Council are in charge of both the lobby process and the formal debate of their respective groups. They will confer with the Secretary General or Deputy Secreatary Generaland keep him informed of the progress of the forums and will refer to him/her any questions of the procedure or agenda of which they are certain. The Presidents of both forums must work closely together to keep each other and the Secretary General and the Deputy Secreatary General informed of the main issues arising in lobbying and during debate. This is especially important for procedural issues that must be consistent between the forums and for issues, which will likely be referred from SC to GA or vice versa. It is the duty of the Security Council President, in conjunction with his Deputy President, to give reports on the activities of the SC to the GA at any time deemed necessary by the Secretary General and the Deputy Secreatary General. Deputy Presidents: The role of the Deputy Presidents is similar to that of the Presidents, and the same guidelines apply. The Deputies will work with the Presidents to coordinate the lobbying process of their respective forums. They will assist the President in chairing debates and chair debates themselves in the absence of the President. The Security Council Deputy is also responsible for the Action Paper. |
